Ok Let's get Started:Open 700x700 canvasOpen element 100, resize 40% and place to centerUsing MuRa's Meister Encircle filter create a frameOpen element 25, resize 40% and applyUsing MuRa's Meister Encircle filter create a frameUsing freehand tool draw circle around frameOpen new layer under frame and paste paper of choiceOpen tube of choice and place on canvas

Merge layers and add mask
