This tutorial is written for those with knowledge of PSPSupplies Needed:Tube of choice: I'm using the wonderful artwork of NocturneTube was purchased from PFD HEREFTU kit by Tasha's Playground called Mardi Gras 2013 HERE Mask #4 by Dangerously Delicious Designz HERE 
Ok Let's get Started:Open 700x700 canvasOpen fan element, resize around 50% and place to centerUsing Mura's Meister Encircle filter create a circle frameClick inside frame and expand by 15Open paper of choice and paste as new layer under frameSelections invert delete- select noneOpen tube and place to canvas

Merge layers and add mask
